Abuse Allegations Ignored: Child Worker Hired Amidst Investigations

A mother charged with the murder of her 8-year-old son had been working with children with special needs despite a history of calls to the Department of Child and Family Services (DCFS). Dominique Servant, 33, and her boyfriend, Joey Ruffin, 38, were charged in February with the murder of Markell Pierce, who displayed signs of long-term abuse and malnourishment.
Complaints regarding Servant's family date back to September 2022. Between that month and August 2025, DCFS recorded four separate investigations and four child welfare service referrals. These alleged severe disciplinary actions, including 'whooping' children, Markell eating from garbage, being forced to hold weights, and concerning school absences. Despite these findings, DCFS did not attempt to remove the children, instead offering voluntary services that Servant declined.
An ongoing case was open when Markell's former daycare director, Carrie Pinske, expressed confidence in the system. However, the DCFS spokesperson stated that families are not legally required to accept services. After repeated unsuccessful attempts to contact Servant, the social worker closed the case. Meanwhile, Servant was hired in October 2023 by the Special Education District of Lake County to work at Fairhaven School in Mundelein, a position secured after DCFS had found credible evidence of her harming her children.
Illinois Senator Seth Lewis pledged to meet with DCFS Director Heidi Mueller regarding transparency concerns, acknowledging the system's failure. He expressed a commitment to improving protocols to prevent future tragedies.
